Landowner's Consent Request Form
Important Information
Please read the information below before completing your Landowner's Consent Request.
Wollongong City Council requires all organisations seeking to apply for the 2026 Clubgrants Category 3 Infrastructure Grants, Sport & Recreation Program for projects on Council-owned or managed land to obtain Landowner's Consent before submitting their grant application to the NSW Government.
The Clubgrants Category 3 Infrastructure Grants Program provides funding for infrastructure projects that support community sport and recreation facilities. Grants are available for projects valued between $50,000 and $300,000.
Examples of eligible infrastructure projects may include:
- Storage sheds replacing shipping containers
- Irrigation systems
- Floodlighting upgrades
- Female-friendly change room improvements, including partitioning
- Awning extensions to sporting facilities
- Player dugouts
- Scoreboards
- Tennis court resurfacing, lighting, upgrades and improvements

Before You Begin
Applicants seeking Landowner's Consent from Wollongong City Council must complete this online form and provide all required supporting documentation.
Applications for Landowner's Consent close at 5.00 pm on Monday 10 August 2026.
This deadline is seven (7) days prior to the NSW Government grant closing date and is necessary to allow Council sufficient time to assess the proposal and, where appropriate, issue a Landowner's Consent letter.
Supporting Documentation
The following documents must be attached to your Landowner's Consent Request:
- Project Plan
- Scope of Works
- Current Quotations
- Concept Drawings (where applicable)
- Any other relevant supporting information
Incomplete applications may delay assessment and could affect Council's ability to provide consent before the grant closing date.
Important Notes
Please note:
- Landowner's Consent is mandatory for projects proposed on Council-owned or managed land.
- Grant applications cannot proceed without the required Landowner's Consent.
- Landowner's Consent cannot be approved retrospectively after a grant application has been submitted.
- Completion of this form does not constitute an application for grant funding.
- Applicants must separately submit their grant application through the NSW Government grant portal.
- Early discussions with Council are strongly encouraged to ensure project proposals can be appropriately assessed within the available timeframe.

Using This Form
Navigating the Form

Saving Your Application
Your application will automatically save whenever you:
- Click Next Page
- Click Previous Page
- Select a page from the navigation panel
If you need to leave the form before completion, select Save and Close.
You can return to your draft application at any time by logging into your SmartyGrants account and selecting My Submissions.
Attachments
Supporting documents must be uploaded electronically.
Please note:
- Individual files can be up to 25MB in size.
- For faster upload times, files should preferably be no larger than 5MB.
- Allow each document to upload fully before attaching additional files.
Collaboration
Multiple users may contribute to an application where a SmartyFile Organisation has been created. To prevent data loss, only one person should edit the application at a time.
Session Time-Out
For security reasons, your session will expire after 20 minutes of inactivity.
You will receive a warning approximately 90 seconds before expiry and will have the option to extend your session or log out.
While the system will automatically save your work before timing out, applicants are encouraged to save regularly, particularly when preparing longer responses.
Submitting Your Application
Before submission, review all sections carefully to ensure:
- Required fields have been completed.
- All supporting documents have been uploaded.
- No validation errors remain.
Once submitted:
- Applications cannot be edited.
- Additional documents cannot be uploaded.
- A confirmation screen will appear.
- A confirmation email containing a copy of your submission will be sent to the registered email address.
If you do not receive a confirmation email or see the confirmation page, your application may not have been successfully submitted. Please check your junk or spam folder and review the submission status in My Submissions.
